Shamima Nargis has currently been servingas Member, Physical Infrastructure Division (PID) of Planning Commission since May 2019. She has been promoted as the Secretary to the government of Bangladesh on 18 October 2017 and posted as the Member at Industry and Power Division in the Planning Commission.
Ms Nargis joined the Administration cadre of Bangladesh Civil Service in the year 1988(7th BCS). In her long career path, she has served in different capacities starting from Assistant Commissioners to Additional Secretary, in field administration, M/O Public Administration, Finance Division,M/O Women and Children Affairs, Local Government Division (LGD),Economic Relations Division (ERD) and others.
Ms Nargis obtained herB.A (Honours) and Masters in English from Dhaka University.She is a Humphrey Fellow (HubertH Humphrey Fellowship) from 1996-97 batch and studied one year in the University of Minnesota, USA focusing on Development Administration. She participated in the six months Voice Secondment Program (VSP) of World Bank designed to provide opportunities to government officials from the Developing and Transition Countries (DTCs) to enhance the knowledge of Bank products, procedures and also to facilitate effectivedialogue to positively impact the dialogue between the Bank’s operational units and the borrowers.
In connection with discharging her official responsibilities, she had the opportunity to participate in different training programs, high-level official meetings both at home and abroad. She has travelled to USA, South Korea, UK, Australia, Netherlands, Japan,Germany, Austria, Thailand, Indonesia, Sri-Lanka, Philippines, Malaysia, Singapore, India, and Nepal representing Bangladesh in various programs.
While serving in different ministries and divisions, she had the opportunity to engage into dialogue and participate in negotiations with the development partners like World Bank, European Union, UNDP, ILO, IOM, FAO, UNICEF, UNFPA,UNDP andother UN organizations. She has also been actively engaged in near past in the process of mobilizing fund from Green Climate Fund while working as UN Wing Chief in ERD as Additional Secretary. She has also been engaged, on behalf of Bangladesh, in the process of exploring South South and Triangular Cooperation.
As Member, Physical Infrastructure Division in the Planning Commission, she mainly looks after the projects of 23 Ministries and Division including Ministry of Road Transport and Bridges, Ministry of Shipping, Ministry of Railways, Ministry of Posts, Telecommunications and Information Technology, Ministry of Housing and Public Works, Ministry of Civil Aviation and Tourism.Projects related to infrastructure development of City Corporation and Pourashava also falls under the purview of this Division.
