Dr. Neyamat Ullah Bhuiyan, Senior Secretary, joined the Agriculture, Water Resources, and Rural Institutions Division of the Planning Commission on October 28, 2024. Born in a respectable Muslim family in Barura, Cumilla District, Dr. Bhuiyan has dedicated his life to both public service and academia.
He achieved remarkable academic success early in his Secondary (SSC) and Higher Secondary Certificate (HSC) with 15th and 17th positions respectively in the Cumilla Education Board merit list of Humanities Group. With a strong passion for English literature, Dr. Bhuiyan earned both his BA (Hons.) and MA from Jahangir Nagar University, culminating in a Ph.D. focused on ‘English Literature and British History’ from the same institution.
Dr. Bhuiyan began his career as a lecturer before entering the Bangladesh Civil Service (Administration) in 1984. His extensive experience includes serving as Thana Nirbahi Officer (TNO) in Moulavibazar and Deputy Commissioner (DC) & District Magistrate (DM) in Magura and Madaripur. His notable contributions in Magura earned him national recognition and commendations from UNICEF for the successful implementation of a comprehensive sanitation program.
He has also held various significant positions within the Ministry of Foreign Affairs, including First Secretary & Chargé d'affaires at the Bangladesh Embassy Amman, Jordan and Head of Chancery (HoC) and Acting Consul General at the Bangladesh Consulate General Jeddah, Kingdom of Saudi Arabia. Moreover, he served as Secretary of Rajdhani Unnayan Kartripakkha (RajUK), Director of the Department of Environment, Joint Chief of Bangladesh Trade & Tariff Commission and Chief Executive Officer (CEO) at Zilla Parishad, Meherpur. Since 2015, he has been working in a World Bank-funded project and an Advisor to the Social Safety Net team at the World Bank office in Dhaka, Bangladesh.
An accomplished author, Dr. Bhuiyan has published 14 books including poetry, Essays, short stories, translation from world literature and lyrics. Other than his Doctoral dissertation, he has another research paper titled ‘Signifying Suffering and the Sublime in English Romantic Poetry—Especially in the Poetry of John Keats.’ His literary contributions also include over 200 articles, poems, and stories featured in various dailies, journals, and online platforms, along with more than 200 songs as a lyricist. He is an active member of several prestigious organizations, including the Bangla Academy, Bangladesh Red Crescent Society, Officers Club, Lions Club International, and the Bangladesh Limerick Society, and is an enlisted lyricist for Bangladesh Radio and Bangladesh Television.
Dr. Bhuiyan has held esteemed teaching positions at various academic institutions, such as Barura Shahid Smrity Government College, Sheikh Borhanuddin College, Atish Dipankar University, and Daffodil International University. He is happily married and is the proud father of two sons. On October 27, 2024, Dr. Neyamat Ullah Bhuiyan was appointed as a member of the Planning Commission at the rank of Senior Secretary. Since joining the Planning Commission on October 28, 2024, he has assumed the Senior Secretary to the Planning Division, Member to the Programming Division and Member to the Agriculture, Water Resources, and Rural Institutions Division of Planning Commission, Planning Ministry.
